The Honest Answer: AE Has No Pitch Shifter
Search "pitch shift After Effects" and you'll find tutorial after tutorial telling you to go to Effect → Time → Pitch Shifter and adjust Semitones and Cents. Follow those instructions and you'll find… nothing. The Time submenu in After Effects contains video effects only — Echo, Posterize Time, Timewarp — and the full audio effects list (Bass & Treble, Delay, Flange & Chorus, Modulator, Parametric EQ, Reverb, Stereo Mixer, Tone and friends) has never included a pitch shifter, in any version.
Those articles are describing Premiere Pro's Pitch Shifter — a real effect with real Semitones and Cents sliders that lives in Premiere's Audio Effects bin — and pasting it into an After Effects tutorial. It's a copy-paste error that has propagated across half the how-to sites on the internet.
The good news: you don't need a dedicated effect. After Effects changes pitch the way a turntable does — pitch follows playback speed. Play audio faster and it rises; slower and it drops. That coupling powers two fully native methods (Time Stretch and Time Remapping), and for the one thing they can't do — changing pitch while keeping the original speed — Adobe built a one-command bridge to Audition. All three are below, with the exact numbers.

Semitone → Stretch Factor: The Exact Numbers
Because pitch is tied to speed, a musical pitch shift is just a specific Stretch Factor. Each semitone changes playback speed by a factor of about 1.0595 (the twelfth root of two), which gives the formula Stretch Factor = 100 ÷ 2^(semitones ÷ 12). Nobody wants to compute that mid-edit, so here's the table — the one thing every "pitch shift in AE" article should contain and none of them do.

Stretch Factor below 100% = faster = higher pitch. Above 100% = slower = lower pitch. It reads backwards at first — you "shrink" the layer to raise the pitch — because the factor describes duration, not speed. When in doubt: 50% is chipmunk, 200% is demon.
Time Stretch — Pitch and Speed Together
Time Stretch changes a layer's playback speed by a fixed factor, and the audio pitch rides along — exactly like speeding up or slowing down a record. It's the fastest pitch change in After Effects and needs no plugins, no round-trips, and no rendering tricks. The trade-off is baked in: duration changes with pitch, always, in proportion.
If your pitch change should affect audio only, duplicate the layer (Ctrl/⌘ + D), mute the video on one copy and the audio on the other — the small speaker and eyeball switches in the timeline's A/V Features column. Stretch the audio-only copy and the picture keeps its original timing.
Select the audio layer and go to Layer → Time → Time Stretch, or right-click the layer → Time → Time Stretch.
Type the percentage from the cheat sheet — 89.1 for two semitones up, 112.2 for two down, and so on. Leave Hold In Place on Layer In-point so the stretched layer stays anchored where it starts.

Where Time Stretch applies one fixed speed, Time Remapping keyframes the speed — and since pitch follows speed, you're really keyframing pitch. Select the layer and choose Layer → Time → Enable Time Remapping (Ctrl/⌘ + Alt/Option + T). A Time Remap property appears with a keyframe at each end of the layer.
Add keyframes where the pitch should start and finish moving. The slope between keyframes is the speed: a shallower slope plays slower (pitch drops), a steeper slope plays faster (pitch rises). For a tape-stop, add a keyframe just before the stop point, then a second one slightly later whose remap value barely advances — the audio grinds down to silence.
Select the keyframes and press F9 for Easy Ease, then open the Graph Editor to shape the curve. A gentle ease-out on a slowdown gives the classic analog "power-down" bend instead of a robotic linear drop.

Decoupling pitch from speed requires real DSP that After Effects doesn't have — and Adobe's answer is a built-in bridge to Audition, which does. One command sends the clip over, Audition's Pitch Shifter gives you the Semitones and Cents controls everyone thinks AE has, and the processed audio drops back into your comp automatically at the original length.
Select the audio layer and choose Edit → Edit in Adobe Audition. Audition opens with a copy of the clip loaded — your original file on disk is untouched.
In Audition, go to Effects → Time and Pitch → Pitch Shifter. Set Semitones for the musical shift and Cents for fine-tuning between steps (100 cents = 1 semitone). Click the play button inside the dialog to audition the shift live, then Apply.

Audition's pitch algorithms analyse and rebuild the audio to hold formants and timing steady — that's why a −5 semitone voice from Audition sounds like a deeper person, while the same shift via Time Stretch sounds like a slowed-down recording. Different tools for different jobs: Time Stretch for the effect, Audition for the correction.
Free Alternatives — Audacity & Premiere
Any external audio editor with a pitch effect works as a manual round-trip: process the file, export, re-import. Two practical routes — one completely free, one for editors who already live in Premiere.
Open your audio file in Audacity, select all (Ctrl/⌘ + A), and go to Effect → Pitch and Tempo → Change Pitch — it shifts by semitones while preserving tempo. Export as WAV (File → Export Audio) and import that file into your AE project, replacing the original layer's source via Alt/Option + drag onto the layer.
Premiere has the actual Pitch Shifter effect the misinformed tutorials describe — in the Effects panel under Audio Effects → Time and Pitch → Pitch Shifter, with Semitones and Cents sliders. Nothing is broken and no update is missing — the effect doesn't exist in After Effects. The tutorial you followed described Premiere Pro's Pitch Shifter. Time Stretch operates on the whole layer — video and audio are one object in AE. Fix: duplicate the layer (Ctrl/⌘ + D), mute audio on the original and video on the duplicate using the A/V switches, then stretch only the audio copy. The picture holds its timing while the sound shifts — accept that the stretched audio now ends at a different time and trim to taste.
Time Stretch is plain resampling — at extreme factors (below ~35% or above ~300%) you're playing samples far from their recorded rate and the artifacts are physics, not a bug.
